A guide from the American Bankers Association offers consumers plain English explanations of credit card terms and conditions.     Consumers are eligible to obtain one free credit report every 12 months. Consumers who were denied credit in the last 60 days, consumers who are unemployed, consumers who are on welfare, and consumers who have been the victim of fraud and reported it to the police are also eligible to receive a free credit report.
